It prob is the Navy but thats because the Marines and Coast Guard fall under the Navy.

That would have to be the Army as the have 125,000 plus more personnel than any other branch. In 2005-2006, the Army made changes their training which is costly. Among other things they added a 9 week course of OBC for each area you serve in, example IOBC is Infantry Officer Basic Course. This is along with
the usual OTC - Officer Training Course. The Enlisted got a more
detailed training course. They changed uniforms & added armour to most items. I can not find the website I read that gives numbers but it was quite a bit more.
