It's pretty rare that it is raining all over the island (last spring was very unusual). Yes, you do get quite a lot of rain in the mountains and on the windward side, but you usually don't have to go far to find a place where it isn't raining. For that matter, most of the time, you can just wait a few minutes for the rain to stop or let up to the point we call it "liquid sunshine".
You could tour the Bishop Museum and Iolani Palace, eat and shop at Maunakea Marketplace in Chinatown, or see a show in Waikiki. Many of the shopping centers are either indoors like Kahala Mall, or open-air but sheltered like Ala Moana.

Glow Putt Mini Golf in Waikiki, Pearlridge Shopping Center, Kahala Mall, fully enclosed & air conditionedAla Moana Shopping Center, mostly covered.Go jetskiing or waterpark, you're going to be wet any way. There's also a water playground w/ all kinds of toys like water bumpercars etc by Keehi Lagoon. In Hawaii if it rains, wait 15-30 minutes & the trade winds will blow the rain away. Waikiki hardly rains.Go have lunch, dessert, & cappacino & tirimisu at one of 100's of great restaraunts & people watch then go shopping, that's fun!

Go to any of the various shopping complexes! Hilo Hattie's is a terrific place to go!! You can actually see them sew garments there!
Plenty to do around Waikiki area....it doesn't really become a downpour there, not that I have ever noticed!! Now, if the weather is rainy or looks like rain, I wouldn't go to the Polynesian Cultural Center, that is almost all "outside activities". It is a neat place to visit, but not when it rains!

Oahu is not a city its and island, but i reccomend the polynesian cultural center, its fun no matter the weather

Aquarium, Shopping, People Watching, food sampling, tours, even in the rain the tours of Tantalus/RoundTop enable views to see it isn't raining everywhere!!

Usually when it's raining on one side of the island there's a HUGE possibility that it's not raining on the other side of the island...my suggestion would be to go there.
