Having worked in restaurants all my life I found your question not only disgusting but a little humorous. It is very hard for a pube to get into food and above person is right, head hair is curly too.
If the restaurant uses fresh produce it could have been a piece of a vine or a leaf, or silk from corn. Some fresh herbs curl up when cooked, also. I hope you complained and got a fresh bowl and didn't let that ruin your meal. But if IT WAS A PUBE........OMG! NEVER eat there again. You could get e-coli because someone in the kitchen is obviously not washing their hands after using the facilities.

oddly enough there are people out there who have curly hairs on their heads too...
