I was there a few years ago myself.

Since the closing of Fort Ord, there aren't any military hospitals in the area, so she'd probably get a referral to a civilian doctor.

There are plenty of very good specialists in the area, and the local hospital, Community Hospital of the Monetery Peninsula, or CHOMP, is a first-rate facility. My daughter was born there, and we found a very good Tricare-approved pediatrician in Carmel. There shouldn't be a problem finding a good orthopedic specialist.

if she is the AD one, she needs to go through the Med facilities on base, limited though they are, to get a referral to an outside specialist.

Next closest big city is Salinas, not sure what their facilties in specialty fields are like. worse case scenario, San Jose or San Francisco, a couple of hours away.

If she is the dependant, she's on Prime Remote, which gives her a little more leeway with regards to choosing a specialist.
