Just an automatic reaction for a lot of people to say that, death shocks, frightens and puts people who don't know what to say in awkward positions, I would never say I'm sorry, why would you be sorry for someone who has just had a good life, the best thing to do is give them a huge hug and tell them you are there for them whenever they feel like talking, its what most people want to have done and said to them.

They don't mean "sorry" as an apology, but as an expression of sadness or regret for YOU...or maybe even themselves, if they knew the person. It IS too bad we don't have more expressions, but our culture isn't good at dealing with grief, in ourselves or others!

If someone loses a loved one, I think short-term counseling is a good idea, to get through it...not that you'll ever get OVER it! I feel badly for your loss (I assumed that's why you asked?)

You're not saying sorry because it's your fault. You're saying 'I'm sorry' as in opposite to 'I'm glad'. But a lot of people don't understand this. You can tell the ones that don't know what you mean because they usually say 'Oh you're alright' as if they are excusing you?

Basic common courtesy, and no, it's no one's fault. You just take the 'apology' as an expression of sorrow which is where the word sorry comes from.

Let's look at the dictionary (dictionary.com in this case) for the definition of sorry...

1.feeling regret, compunction, sympathy, pity, etc.: to be sorry to leave one's friends; to be sorry for a remark; to be sorry for someone in trouble.

This is the way "sorry" is being used in this case, as opposed to...

6.(used interjectionally as a conventional apology or expression of regret): Sorry, you're misinformed. Did I bump you? Sorry.

Which is what we commonly use to apologize. Hope this helps clear things up.

You say 'oh sorry' because you're sorry for their loss, and you NEVER ask other Q's as it would be very hard for them to talk about it and you would only upset them! Trust me i found out the hard way!

You say "I'm sorry" because you're sorry for the pain and sorrow the person who's talking to you has had. You're sorry for their suffering at losing a loved one.

It expresses sadness and a bit of sorrow that you have lost someone you cared for. It's kind of like a verbal hug to let you know that someone else cares that you are sad and miss the one you have lost.

It is shorthand for I am sorry to hear that. Hey- it is not what you say when you hear the news or meat the deceased partner for the first time afterwards - it is the stilted silences and awkward moments afterwards. That is when the bereaved discover who their true friends are!!!!!
