He did receive the 10 Commandments from a being who is outside of the world. The being is called God. His laws were temporary in that they were fulfilled when God came to earth as a man, named Jesus Christ, and died to fulfill them.
Moses hair was turned white by the presence of God's glory. Had it been radiation, he would not have lived another 40+ years in perfect health. The light the Israelites followed was the visible glory of God, not a UFO.
Try reading the Bible sometime. It explains it all.
