Go over and just tell her that you are worried about the welfare of the dog. Be friendly, and tell her the dog looks so sad, and you hate to see it suffer. Is it a big or small dog? I would even offer to bathe it and take care of it if she doesn't want to. If she is too stupid to listen, take it up with your landlord when he is back in town. If they don't listen, call the SPCA, or other animal organization. People cannot just get away with mistreating animals.

Report her to animal control or the ASPCA in your area. Animals MUST be provided with food, water and shelter as an absolute minimum.
You can also take a photo of how miserably the dog is being treated and mail it anonymously to the landlord when he is home.

It sounds like the landlord doesn't know how she is treating the dog. Have a talk with him about it. Maybe take pictures to show it outside in the rain.

First you should let the owner know what is going on. If he doesn't believe you, or doesn't care, then you need to contact animal services, and let them know. If the owner isn't taking care of it, they will take it away and give it a good home somewhere else. But I hope that your landlord will believe you, and get some one else to watch his dog while he's away.

The only thing you can do is to call animal control. They can make reports about an abused animal. and give tickets. They can also be anonymous. So do not be afraid. You could save an animals life by making a move.

If you like the animal enough see if you can interved s ...sp? the sitsuation sp? .... else be on guard because sometimes even God has deal with a choice ....dont call the cop s let her loss a good relationship over the well being of the an animal and Gods coice would be Animal First ......

call the cops and they can connect you to a animal cruelty. and if they don't do anything take the dog that way you know its in good health. or whenever shes not home offer to watch the dog for her.
