God was entering in a different agreement with the nation of Israel than He was with Abraham. To Abraham He promised a great nation to come forth from him. To the Israelites, He established how they were to worship Him, since being in exile for as long as they had been in Egypt had caused them almost to forget how it was the Jehovah wanted to be served. Abraham and his family were well-acquainted with Jehovah as he was counted as God's friend, and so did not need a formal reminder as the Israelites did later.

Because Moses made the 10 commandments up, or rather ripped them off from the Egyptians.
In the Egyptian book of Ani, chapter 125, there are several oaths an Egyptian must take and follow in order to reach the afterlife. Since Ani predates Moses by about 300 years, Moses (as the adopted son of Pharoah) would have been intimately familiar with these oaths.
So you have these Jews wandering in the desert, running amok without any real guidance. Moses most likely fell back on his Egyptian education and re-wrote some of the oaths in Ani as a set of laws for the Jews. The 10 commandments are strikingly similar to some of the oaths in Ani.
Abraham would not have been exposed to the religious secrets of the Egyptians as Moses was. Neither would he have been educated in the belief system of any other race.

I presently do not know all things; but the way I presently think about it is that God was building a foundation for man. Not all of the 'foundation' was done in Abraham's time; therefore God waited until Moses time and gave them a written law, rather than a verbal law (talking to them, one on one).

Abraham walked away from idolatry when he was young. He followed God and believed him. This was counted unto him for righteousness.
Moses delivered the people out of idolatry and bondage. Sure they wanted the freedom, but they had been a generation raised in the ways of idol worshipers.
Abraham was obedient and left it alone and the generation Moses set free needed guidelines to help them to see their error. (children raised by people who steal will probably unless taught otherwise would likely also steal)

Perhaps it created a Landmark moment for the people that now they were entering into a new relationship with God after Egypt. Perhaps it was a consolation for what they suffered in Egypt also. They certainly had expanded and multiplied as a people and would now need some form of government.

God's people were well aware of his laws from the very beginning. Sin existed from the time of Adam and Eve. The law was given to Moses because after 400+ years in Egypt, God's people had forgotten everything they ever knew about him. God had to re-educate them.

Things in the New Testament echo the Old Testament.
Moses was a baby abandoned in a floating basket, raised by adopted parents in the ruler's household, and became a slave who liberated his people from the pharaoh. Moses never got to see the promised land.
Jesus was a baby in a manger, fathered by God and raised by earthly parents, who was a humble carpenter and who liberated people from death. Jesus fulfilled the promise when he died.
Moses was given the tablets; Jesus fulfilled the law.

moses was the one that left egypt to follow the space aliens, he is the one who led them for 40 years to Israel, and the alien talked to him and told him to come to the cloud and recieve a special gift only available during the morning madness sale at mt vesuvius.
Then the aliens didnt want to scare him with ink and paper so they carved it into stone so the simple man could read it.

Nobody received the Ten Commandments. Moses just claimed that he did - there is no proof and I suspect he was hallucinating.
