Come to Hanlan's point, in Toronto. The water's fine and there is a clothing optional beach on the Toronto Islands.

There is one about 10 miles North of Santa Cruz CA along highway 1. You will see a red, white and blue mailbox. The beach is about a 1 mile hike.
