If you were only 3 people and 2 people were whispering and you're the one left out, then that's extremely rude, but if there were more than 5 people and 2 were whispering then..I think that's their own choice and not very rude to you.

I do consider it rude at times. However in public it is better to keep your comments in a low voice. To me, that is the only appropriate time to whisper - in public.

They either don't want other people to hear their private conversation or they don't want to be rude by talking loudly which is disturbing to most people.
