It has less to do with the breed than it does with the individual's personality. You can potentially get any breed that suits you.
You do need to make sure that you have the time for two dogs.
You also need to make sure that you pick a breed that suits what you are looking for, then find the individual that meets all your needs.
Check out rescue groups, meet a bunch of dogs, take your time, and when the right dog comes along, you'll be set :)

a pug, cocker spaniel or something around that size. It will take time for them to warm up to each other but they will be fine. I would go toy because a big dog even gentle may accidently hurt it during play, cats kinda know when to stop but dogs will keep going at it like kids & i have seen a dog accidentally hurt a smaller dog then actually attach it because of the yelping, like a instint to finish off a wounded animal. Remember:2 dogs twice the work, sometimes you have to feed them in seperate rooms, no raw hides or a fight will be on. When looking for a puppy, ask if you can bring your dog too. Try to pick the most friendly puppy. Ask if it is ok if you put them in an enclosed area. If the pup and pooch get along fine, great! If not, keep looking. I personally would get a lab. I have one and he is SO docile. But it all depends on your dogs temperament. Nothing can change that. I think it depends on the animal. I have a King Charles Spaniel which is supposed to be a very friendly breed. Usually he is, but there are some dogshe just growls and barks at for no reason while there are others that he wants to be best friends with. Some pounds let you bring in your current dog to meet with their dogs and any breeder should let you do the same.

Any breed will do well with another if you get them as a pup. If you choose to adopt,try a breed specific rescue. These dogs are placed in foster homes and you can find an older or younger dog that is good with other dogs. We have 3 Rotts,2 are adopted and they always got along great.

First of all are you getting a puppy? Older dogs will take a puppy
better than an older dog.
Is your dog a boy or girl? Sometimes boy dogs will get a little jealous.
I know my choc lab was 1 year old, and a stray came to our house.
He took good to her. We moved and someone in the neighborhood had left their dog. So we have another dog, (but he
is outside dog). My lab is a little jealous.
So cuz of the male female thing.

i have 2 rotties and a labrador all males they get on great ,sometimes they will have the odd tiff but nothing major, usually over wanting the same toy.
i would get another german shepherd as a companion, but definetly a puppy as it will have to get use to the pecking order in the home.
i also wouid advise you to take your shep with you to look at other dogs you are interested in and see how they are together nothing worse in bringing home another dog only to learn they don't get on together at all

Border Collie.
Although extremely hyper at young age they are the smartest dogs in the world and since german sheperd's are in a way the same (they are both smart and they are both sheepdogs) i think they would respect each other. Plus border collies don't get big. But just to be on the safe side, get a female.
I have a border collie named lady and she gets along great with my friend's german sheperd!

any dog you want to take the time to train. dogs should follow your rules, not their own. I have multiple pitbulls, a pug and one rotti and they all get along. Never had a fight last longer than 3 seconds in over 40 years of multiple dog ownership. And most people would say "pitbulls" are bad with other dogs. But I spend the time to train them and make my "no fight" rule clear.

Another GSD would be first choice.
One of the opsite sex. What ever you get if you have a female get a male. They will bond better and you will not have any same sex aggression or fighting.
Something that can play with your GSD would be good.
Depending on what her energy level is I would try to get something that matches hers. You do not want very hyper dog if she is laid back. It would make her carzy.
