In the Uk a deaf person with mental illness would not qualify for a permit unless your mental illness prevents you walking for some reason.
I can't see how being deaf or having a menal illness woul prevent someone from driving? And SANDY needs to follow her own advice. She says "Most people with disabilities can't drive. To CHAPATON, you should look and check before you give advice" Since when do disabled people not drive. I drive! I would be lost if I couldn't drive. I don't have problewms driving, I have problems walking. My car is adapted so that don't have to reach for the ear stick etc, and I have an automatic engine. I am perectly safe and there is no reaason I shouldn't drive.
Check with the DVLA in UK for rules about driving when disabled or equivelant organisation in the USA. Happy motoring!

Yes, the person doesn't need to be the driver. Most people with disabilities can't drive. To CHAPATON, you should look and check before you give advice. Unless you live in a backward State, you don't have to have a license to qualify for a handicap permit. From the New York State Dept of Motor Vehicles:"You do not have to be the driver or the owner of a vehicle to get a parking permit. Children who have a qualifying disability are eligible for permits at any age, as are persons who are legally blind. Permits are issued in the name of the person with the disability."

Yes, because someone needs to drive them around to doctors appointments and groceries etc. The driver can use the parking permit whenever they are driving the handicap person.

You can print off your local permit off the secretary of state's webiste.
There are qualifications, like not being able to walk 200 feet, etc...
You have to be able to drive before you can have a handicapped sticker, so if someone doesn't qualify for a liscence, then you can't qualify for a handicapped..etc..
Usually mental illness will not be in the qualifications.

God you people are ignorant.
Have you never heard of hand controls? Look it up on the internet.
People with mental disabilites can drive. Depends on the severity of their disability and their skill ability.
Deaf people drive.
Most permits are for use by people with physical disabilities. The person to whom the permit is issued to has to be in the car to use the permit, no matter who is driving.

As with most things- Go to the source of the issuing Agency. For parking spaces- the DMV. For Federal benefits- The Federal Gov't and so on and so on.......

Your doctor has to fill out a form that you then submit to DMV.
DMV checks the status of the license to see if your state regs
even allow you to drive.
