Does anyone know of or have a program that is able to retrieve hotmail passwords or yahoo passwords either by using a persons log on ID or by just installing it on the computer they are using?!? If, so please advise?!?

It doesn't have to use a program. For Yahoo, when you make an account, you putted a password revealing question. If you answer it, your password should reveal to your screen.
For Hotmail, it isn't so sure, because maybe you don't set a reminding question. If you could, you can reveal the password by answering it.

It seems that the previous answerer's are giving you BS answers for points... There are programs that allow you to retrieve someone's password, both by randomly trying strings of letters and whatnot to break the password, and also to log the keystrokes (and thus, passwords) if installed on the computer they use....

HOWEVER.... you're a level 4! you should know that the community guidelines prohibit these kinds of questions on yahoo answers... I've posted the link to the community guidelines in the sources... Scroll down to points 11 and 12...Here they are, in case you have trouble clicking that link down there:

11. NO HACKING: You may not promote or redirect traffic to a non-Yahoo! site, post links to sites that force the download of a virus, programs, or other content, or in any other way interfere with the operation of Yahoo! Answers.

12. NO PASSWORD TRADING: You may not post content with the intent of trading passwords, product decryption programs, or any other programs.

nope, they can't be retrieve at all... see, search engines usually restores it in their SAN (storage area network). the power to retrieve such information lies with them... i'm afraid best is to seek your password directly to them....
