Basically you have to work the muscles group in order to make them strong.
Floor exercise do not require weights, so you can try to do push up to work on your triceps and pull up for your biceps, that's just to name a few.
Buy some fitness magazine or read some free online stuff.

You can get stronger biceps and triceps by doing stretching or yoga. I like to tone without getting bulky bulges. So I use a 12 lb weight with aerobics or stretches. It helps tone my arm muscles but doesn't get me looking like a gorilla!

Working out with heavy weights will cause muscle mass to bulk up. Instead, practicing with lighter weights, a higher number of repetitions per set, is more beneficial for women.
Working out with lighter weights will:
- add greater endurance
- add muscle tone
- develop lower strength than with heavier weights
- burn more fat (however, the most effective way to burn fat is cardio training: running, cycling)
In my opinion I do not find it necessairy for a women to train her arms. However, it may aid to get a tighter skin.
To train pick a very light weight and perform 20-25 reps per set. Below exercises are exercises that only train the biceps OR triceps. Some other exercises might train multiple muscle groups and hence may not give the desired effect.

Lots of reps, small weights are the best.
My favorite exercise tool for these muscle groups is a water bed!

bench press, bicep curls....go to a gym, but without weights i guess push ups and pull ups best bet for tri and bi.
