Inducing lactation (useful when wanting to nurse/provide breastmilk for an adopted baby) starts with the same principles as regular lactation. Milk supply increases when more demand is placed on the breast. The most effective method of inducing lactation is latching the baby to the breast for nursing. Some newborns will latch on and nurse, even if they don't get any milk. Others will not. A supplemental nursing system is helpful to get baby to latch on. An SNS is a tubing system that is taped to the breast. Forumla or pumped breastmilk is put into a bottle and the baby gets the milk by nursing at the breast. Eventually the baby is getting the milk from the bottle and some from the breast, as the stimulation helps the breast produce milk.
If the baby will not latch (or pumping is desirable), a pump can be used. Pumping (or nursing) on a frequent basis is key to establishing a good supply. It can be frustrating at first, since little to no milk will be produced, but stick with it and over time the milk will come. If pumping is a temporary substitute for nursing, using a finger feeder or other non-nipple method of feeding the baby is a good idea. This helps when trying to teach baby to latch again.
Some women who want to induce lactation also use herbs to assist. Fenugreek is the most common (and probably most effective). Capsules are available at heatlh food stores. Standard dosage is 2-4 capsules 3 times daily.
There are medications available to induce lactation, but all of them are somewhat risky. Talk with a lactation consultant and a doctor.

As a comment for other readers: I've seen people ask this for adopted children (usually infants). Back in the day, there used to be a job known as a "wet nurse" for women breastfed others' children. The other common reason I've seen for this question was out of a kink/fetish. An ex of mine was interested in this and told me that if he were to suck on my nipples long enough, it'd cause my mammory glands to start "working" and he would be able to get a treat. He claimed that many men did this to their newborn child's mother... I don't know if this is true, but I haven't heard much of it, to be honest. (That kind of thing kindda creeps me out. I'm not trying to judge, but that isn't my cup of tea.)

Look, go to the store. If you are THAT desperate for milk, buy it by the jug.
If you are ACTUALLY feeding a baby, buy the formula.
Otherwise, get some mental help.

why would you want to? i breastfed my son and plan on breastfeeding this one too. are you ready for the sore nipples, the engorgement that hurts if not relieved, dealing with the breastpump every two hours? if you are not preg, then why would you consider this? you need mental health evaluations.
