The country has a relatively depressed economy, high crime, low life expectancy, and came out of 80 years of communism, with more purges and gulags than you can shake a stick at. Throw in a huge supply of readily available vodka, and you got a population that abuses liquor.

according to statistics Russia is not the country with most alchoholics. 1st place is Finnland i believe, second is Sweden or Ireland. Russia is on the fourth place.
Apart from statistics, it depends on what kind of russians you blame of abusing alcohol. Only villagers usually indulge in it, because they have nothing else to do in their village.
The refined russians who respect themselves would not consider drinking as a favourite pastime.

They've probably been drinking a lot for so many years that their bodies have kind of "evolved", in a way, and gotten stronger so that they can stand drinking more alcohol than our bodies might be able to take.
