It can be, by definition, both.

The Harlem movement certainly could qualify as Regionalism because Harlem is regional by both physical and cultural standards.

But at the same time it is hardly likely that the Regionalist Movement of Modern American Art during the 30s and 40s had much effect on art being created out of Harlem or any other predominately black communities.
