There is no name mentioned for the King of Syria prior to this passage, anywhere in the book of II Kings. But it is important to understand that originally I Kings and II Kings were one volume. In I Kings 19:15, the Lord commanded Elijah to anoint Hazael to be king over Syria, to be the successor of Ben-Hadad. II Kings 8:7-15 tells the story of how Hazael actual succeed Ben-Hadad. Your passage falls in between these two passages, so we can assume that the king being referred to was Ben-Hadad, who was at that time, still king over Syria.

He is named as Ben-Hadad in verse 23.
