a few appartment blocks which are close in space and bulit by the same developer and they share the same poverty adminastration department is called what? living area,community,
living district,or anything closer to the meaning?
and when there are shuttle buses going regularly from this area to city centre(not belong to public transportation becoz they are for residents there only) is there a name for these buses,except shuttle bus

In India, they are mostly known as Societies or Housing Societies. For example "Chris Housing Society".

The shuttle bus service is known as
1) Shuttle Service
2) Feeder Service
3) Chartered Bus Service

You may need to define which area you're referring to. In the US, the "apartment blocks" which you describe are called Row Houses. They are actually individual homes, but they share an inside wall with the one next to them. If they are rental properties, then they would have a property manager. In rare cases, the property owner is also the manager.
I'm not much help in regard to the buses you mention. I live in a small city, and we have only public transportation...nothing for the exclusive use of neighborhood residents.
