Yes, the little kitty brushes - either the toothbrush style, or finger brush style - and special toothpaste they make especially for cats.
If the tartar is built up, you can buy a scraper to help with that, but you'll probably need help.
If the cat's teeth are really bad, your best bet is to have the vet clean them, then start a faithful brushing rountine.

Sure there is! Get a finger toothbrush and some cat toothpaste and have a go at it. I'd recommend doing it when it's close to nap time. Start out just doing it a little bit and get your cat used to more thorough cleanings.

I totally sympathize with you. I asked myself that months and months ago and tried all sorts of products for my cat's teeth. I was able to reduce his bad breath... I was even able to reduce the tartar build up. But plaque and tartar work themselves right under the gumline too and this cause serious periodontal disease. I gave up my self-help antic when I noticed that one of my cat's fangs was loose. Saved money, took him to vet and ouchhhh... poor Kaffe had to have 4 extractions! And he was in pain for months (I suspected it but tried home remedies) So please, if its just a cleaning now, do it - costs under a hundred dollars if its just cleaning. I had to fork out almost $600 for my Kaffe's teeth because I ignored his teeth for so long.

go to the petstore and they sell pet tooth brushes and pet tooth paste. I use one that I put over my finger and I brush my cats teeth about once a week and I've been doing that since we got them at 3 months.

You can get finger toothbrushes that you put over your finger. They have soft bristles and work really good! Get a meat flavored toothpaste and it will be the highlight of your cats day! (JK!)

You can buy cat treats that are supposed to clean their teeth - that's the easiest way, and the cats prefer it to all other solutions.
