Make sure pets are allowed first. Consider if there is good space nearby to walk your pooch.
And remember pets aren't free, I think a small dog cost about $800. per year for vet fees and licensing and food.
Go to the Humane Societies near you and start looking. Even there they aren't free but less costly than a pure breed. You should be able to find a sweet pet that needs a new home. Research the personalities of the breeds. The one thing I know is that a Jack Russell, while a small dog they are VERY high energy. They run a zillion miles an hour.
If you want a specific breed, there are rescue groups to place certain breeds. You should be able to Google and find them.

The first thing you have to do is to find out the rules for living there.. Are pets(dog, etc ) allowed.. If not, then it is best not to have a dog

If you are allowed pets, I recommend finding a retired breeding mom. We have a pom, who only had pups for a living. The end result is she is the most un-little dog i have ever met. Not spastic at all. Being a mum calms them, and they are awesome little friends.

Get yourself a Chihuahua, they're great indoor dogs and easy to housebreak...
