In part because they are wearing gear that is designed for a man - and designed for function, not looks. Even their clothing is often designed for men - though that is changing.

Beauty is in the eye of the beholder.
To their husbands and boyfriends, they are hot.
To me, well, I've never seen an overweight policewoman, but if I did, she would just look like another police officer.
To folks who have lots of problems obeying the law, all police officers, "fat" or slim, are flawed.

same reasons fat policemen do - you picture them running after a suspect, hopping a fence or just calling for back up while a slimmer offices chases the badboys down
