'Cause the flowers need to suck up the water to live and be beautiful and make air for us to live and breathe and the carrots can grow and cattle can drink to feed us.

Ha ha - I bloody knew it ! What did I say an hour ago? and now you've told us it actually IS raining. Well I never!!!!!!!!!!!!!!!!!
The reason it's raining is because the clouds are getting overloaded with moisture droplets and the air pressure is low enough to allow the moisture molecules to form into droplets which then become too heavy to float around up there and so they fall. AS RAIN !!!

Because the temperature is lower than the dew point. The air is saturated with water vapour and the excess condenses out. Simple really.
