depends how drunk and the original intelligence of the man. A clever guy could pretend to be wise when drunk , but a stupid man could not pretend to be wise.
In general though When Drinks In - Wits Out
(unless its a girly night out in which case its drinks in ?its out )

I don't know about being wise, but when your drunk your true thoughts and feelings about a person come out in public if you were to say the wrong thing.

sure,alot of professional people can be drunks,,listen to jim morrison american prayer,,he says he writes best drunk.
