And how are they made? I want to make my winsheild washer resovor heated for the winter also I want to run a heating element in my winter wipers it would be sealed in the boot. I am thinking temps of no more than 200 degrees. How can you control the temp from passing temps above 150-200 degrees?

Heating elements are just electrical resistors. Resistance to electricity produces heat. You can by coffee cup water heaters made for 12 volts (for camping). Perhaps you can hot wire one of these for your water reservoir, but I can guarantee you that you will have a cracked windshield if you do spray hot water on a frozen windshield.
