anybody who keeps track of their records should be able to tell me what program and where to get it? Just started to play a few years ago and hope this shows me how to improve

Yahoo has a good one in it's golf section

Join a club they do it for you. Join the USGA they give you access to it. Join a public golfer association in you area they too provides a valid handicap. Beyond that other Internet handicap tools exist but are not official and most do not consider slope, a key ingredient to today's modern handicaps.
Beyond an official handicap, create your own excel spread sheet on your computer and enter your score subtract the course rating and average the best 10 of the last 20 recorded scores. Remember to adjust your score to allow no more than a double bogey if you are an 18 or less handicap and never more than a triple bogey if you are greater than 18.

Ive been using Golfserve.com for about 2 years now, keeps track of scores, places, handicap, and has almost every course you can review
