It could mean that he doesn't know you well enough to say for sure.
But if thats so he could have stated it better. Or he could just be trying to play you.

it means he's thinking about it, he eather likes you but is afraid of his friends who might tell him not to, or he likes someone else and is already trying to get them. so my advice to you is to make him want you more flirt with him, everytime he looks at you, you should smile, but then flirt with other guys and make him jealous. Just don't act like a slut.
