I am assuming that ~ since your question was in English ~ you have the basic language down and it is more a matter of how communicate better.
The best place to do that (in any language) is Toastmasters - http://www.toastmasters.org/
I heard about them for years, and often would people reccommend them to me. I had lots of excuses:
"I'm an instructor! I talk in front of people all day!"
"I am too tired when I get off work to add something else"
"I took Speech class in school"
When I finally got around to going I was amazed - it worked! A few tips -
* Try different clubs as a visitor until you find one that fits. Each club is run by the members - which means that each club is a little different.
* Once you join, make a committment to stay at least long enough to finish the first book. It will help you work through the rough spots. Because Toasmasters is ongoing, there is no "end" like there would be with a class.
* Toastmasters really helps you work through your specific issues whatever they are. The variety in my club is not unusual: IT guys, non-native speakers, trainer/instructors, retired, unemployed, FT employed, student...etc. Everyone starts from thier own place.

Reading well-written works (not yahoo answers!) and listening to educated native speakers will improve your comprehension. You will hear and read models of correct and fluent speech and writing. You will assimilate those models, and that will eventually improve your ability to communicate yourself. (comprehension before production). When you speak with people, be sure to be open when/if you are asked to repeat or clarify, because native speakers who are not used to new English language learners sometimes have trouble understanding. That will cue you in as to what pronunciation and structural issues you have.
You, as well, need to be brave enough to politely ask people to slow down, restate or give you time to think through your answer, as your English may sound fluent enough to fool them into thinking your understanding is as easy. The different skills of communication (the receptive: speaking and listening and the productive: reading and writing) develop at different rates with different people.

Develop good spelling skills(example;there is not an "E" on the end of "develop".)Learn more about grammar(example;you wrote;"my communication skill in English",when you could have written;my communication "skills" in English.)Lastly,speak to as many people as you can in a school,or college type environment,teachers,etc etc.You will be fine:-)

It relies upon, for some human beings it is not trouble-free and a few human beings locate it trouble-free. Like i'm a community english speaker and that i think of spanish is superb trouble-free because of the fact i grew up with puerto ricans and heard spanish all my existence so i'm used to it. yet maximum of my hispanic pals that found out spanish first, think of english isn't trouble-free. It particularly all in simple terms relies upon on the guy.

read books,magazine,grammar books and newspapers....and most important of all make a habit of talking in english....it may be wrong in the beginning but atleast you will learn from the mistakes and in this way u will even improve ur accent

use the language and speak with educated native speakers not the stupid ones, it well certainly work as for me I speak with idiots but I learn a thing from them as well, I learn Bad works from them they always say bad works, educated native speakers seldom or never use Bulgar words.
