Dry lips and then the skin is very sensitive in this area too. You should drink 10 - 12 glasses of water daily, use a chapstick all the time and at night apply a generous amount of Vaseline that you should wash off in the morning. Don't lick your lips, it only makes it worse.

Use a medicated lip balm like Chapstik. You can purchase a clear one that has no flavor to it, like strawberry or something. It's clear and you can feel the medication soothing the lips and keeping them moist so they don't crack and dry out. Make sure it says medicated on it
The weather has a way of drying out the skin and lips take a beating from the elements. It's handy to carry around a lip balm to combat the dryness produced by being outside.

Your lips are just too dry, you need to moisturise. Try a moisturiser for lips, or vaseline.
