Well...I don't know if I am qualified to answer this question but I think that if the Surah's meaning is clear and relevent then it's not necessary to use the background, but if it's not clear than one should use background info.

Quoting anything from the the Koran or Bible only proves that the quoter is a deluded dimwit.
