It's not real Latin, just something made up to look that way.

I first heard that one about 20 years ago, and I asked my classics teacher about it when I was in college - he is a Jesuit, 80 years old now, has more brains in his pinkie than I've got in my entire body - he said it was garbage. Someone's poor idea of a joke. I had been unable to find the last two words in the dictionary, so I had thought that they might have been something from Later Latin, but he said not a chance. They are not even words in Latin. It has certainly stuck around, however; I have seen it on many Latin quotation pages.

A little bit of that might be made up Latin (or loosely translated if you prefer), but overall, the answer is YES!
