Must be at least 500 feet distance between if using high beams. If on divided hwy and cars traveling in the opposite direction are more than 500 feet away you are not required to go to low beams. Most do go to low beans because the drivers on the other side of the highway just keep flashing lights like idiots.

I grew up in a very small town and High School was were all the activity was except for getting drunk and making out. I even did some of that at school. LOL It's hard to believe I survived High School and I was an "A" Student. School is were Girls were and were I played Football so I had a blast. It didn't hurt that by the time I started High school my Dad had quit drinking (He was one of the worst alcoholics I have ever seen) . Mom was still a pain but Dad and I became best friends, So I guess my view of my High school years is a little biased. The School Dances were big events in a small town that had one movie theater with just one screen, no fast food restaurants and no malls. We didn't get Rock Concerts coming within 150 miles so I didn't see my first Live Concert until I went away to college unless you count local bands playing at the Dances.

Car high beams are so much better these days if you get flashed you did not lower your beams fast enough Your states drivers hand book should tell you and most are free. My rule of thumb is just as soon as I can see the other car headlight I kill my high beam. Straight roads that might be as much as three miles be friendly with your lights at night. Dark rainy winding roads really soak up the light. Shorten up the distance in that condition

Using high and low beam
About a third of crashes occur at night, so it's important to know when and how to use your low beam, high beam and fog lights.
1. Fog lights
If your vehicle has fog lights, turn them on in fog only. They shine low and wide to help you see the road in fog, while the powerful red lights at the rear help the drivers behind to see your vehicle sooner. Switch off your fog lights once visibility is clear as they can blind other drivers.
2. Headlights
You must switch on your headlights when driving between sunset and sunrise, or any other time when there is not enough daylight to be able to see a person wearing dark clothing at a distance of 100 metres. Don't drive with high beam on during the day.
3. Extreme conditions
In extreme conditions, such as heavy rain, fog or snow, put your headlights on to low beam. High beam in fog will reflect the light, making it difficult to see. In very poor visibility, the law permits you to turn on your hazard lights to help others see you.
4. High beam
You can use high beam lights on any road, even if there are street lights. However, you must dip your headlights to low beam when a vehicle coming toward you is within 200 metres and when driving 200 metres or less behind another vehicle.

My wife and I argued about this...
I use them any time that I can. If there are no other cars in sight.
She hollered at me because she said I should not use them on the interstate. I said, "what if there is wildlife on the road? I won't see it in time to avoid." She now sees my point.
