I wouldn't go so far as to say it's a lie. But I WOULD say that these words are often uttered hastily and out of context.
Love comes only after you've a known a person long enough. Often several years. Love does not need to be declared. It just shows through little actions, often unintended.
When someone utters "I love you", especially among young people, it can usually be translated into "I am fascinated by you", or "I have a crush on you", or even "I lust after you", depending on the persons and their circumstances.
I had seen an old-time movie once, where a young man approaches the girl's father to ask his permission to marry her. The father, played by James Stewart, asks:"Why do you want to marry my daughter?"
"Because I love her," was the young man's reply.
"Son, you don't have to LOVE a girl in order to marry her. You just have to LIKE her. You must like her a lot. Love comes in much later."
I'll never forget this dialogue.
Hope this answers your query.

If you tell someone you Love them & you don't mean it....YES! Then the 3 words 'I LOVE YOU' instantly become the biggest lie in the world! Simply b/c you are dishonestly trying to make someone feel something for you that you do not & can not give in return therefore decieving the other & also depriving them of actually experiencing it even though it may be w/ someone else. After being decieve in such a way, we would be way more protective of the love we would give & suspicious and leary of recieving Love to keep from getting hurt again.

You're only 16, you have a whole lifetime to get jaded on love, pace yourself.
The fact, no matter how much love stinks at times, even the most jaded and cynical people believe in true love. They just don't believe it is something that is meant for them because of events in their past, but all of that can change in an instant.

I do not agree with you. May be you think so because never loved.
I love one girl. And I tell her this fraze every day. But it's not a lie, because when It was the first time I said it, it was very difficult. By this fraze I opened my soul.
Think about it. I'm sure you'll find your Love if you believe in it.

I don't believe it is the biggest lie, but it can be the most painful lie, if someone tells you they love you, but they don't really mean it.

I do agree with you. We can not love anybody more then ourselves. We feel that we do, but at last, when it's about deciding my intrest or her intrest, answer is always me.
and thre is nothing wrong in loving ourself at the same time, only we need to realise the reality.
