Breasts are made of fat, so their size changes with weight.
In some woman I have known, the breasts barely changed, even with large weight change, in others there were huge changes with small weight change.
Its all in the DNA.

The breast is mainly fat tissue, so it stands to reason when you lose weight (fat), it is lost from the total body.
You cannot choose where you want to lose it from.
"Spot reduction" is a fallacy.
If you want to retain maximum breast size and shape, you should utilise weight training for the shoulders, back and chest. Toning up pec major, pec minor and strengthening all the back muscles, promote good posture by way of a shoulders back and chest up look.
Massage on these muscles will also help to tone, lengthen and strengthen, correcting any asymmetry (imbalance).

Yes, when you lose weight you lose it in every part of the body, although, you can lose faster in some parts than in others depending on where your body tends to accumulate more fats

you were an 'a' cup. you are still an 'a' cup. they didn't change much if at all, your measurement around your body changed. go on your new eating regime and do some target exercise to change your body shape, give yourself muscle and tone. i don't think you need to lose weight sweetie just shape up. good luck
