Well... you probably should propose to her yourself. I'm all for equal rights in the law and society for men and women, but conventionally, men propose to women because it's been done more often, and thusly feels more natural, easier, than a woman proposing to a man. If you truly want her to be the one to propose, then mention marriage and hint at you being ready to get married and that she'd make a nice wife. Perhaps she's just insecure and nervous about whether or not you would accept. I'm sure if you let her know you won't turn her down, she'll be able to propose if you do not wish to propose yourself.
