The question of which distribution is "best" is very subjective. It really depends on what you're needing to use it for. If you're looking for a basic desktop system, take a look at the following article:

Baiscally, it rates linux distro's based on user's votes. Ubunto and Kubunto are both very popular at the moment, and with good reason.
Personally, I've found that I enjoy working with SuSE Linux more then Ubunto. SuSE has always seemed more polished and overall just more pleasent to work with. But that's just my personal opinion.
I use SuSE as my desktop at home and at work, and I love it. =)
If you're looking for something with a small learning curve, check out freespire. It's designed to be *extremely* easy for those of us who are already comfortable working with Windows to use. It's also based off debian - just like Ubunto is.
All of these OS's are free to download and use, so it may be worth the effort to download them, give each of them a try, and decide for yourself. I'll give another plug for SuSE though... I love it! ;)

i am quite new to linux(using for around 6 months) and i have found the best and smallest to download is slax popcorn(http://www.slax.org/download.php),its a very good o.s and has a brilliant desktop and loads of functions,remember to use the http option to download,
also this file is a live cd so you can use it over your windows xp and it wont delete it,so when you want to use it just put it in your dvd rom and re-boot(just remeber to set boot order to cd/dvd-rom for first boot device)
a very good larger linuxis fedora(http://fedora.redhat.com/) but these come in 5 disc sets so the download can be a massive undertaking

what he said.. but ubuntu has a live cd, and comes as kubuntu which is nicer.....
gentoo, has an awsome package installer, u just click i want that.. it takes care of it
small comp.. go minix
or be normal, and go redhat
im guessing what your doing... gentoo is probably best, or knoppix coming second
make sure u read something on drive partitionig b4 u start u will want a good 5 partitions... allways put ure swap first..
