You know the history of the hands and foreheads reference? Jewish scricptures are bound to the foreheads and hands of Jewish men (priests?) as a symbol that the Word of God is in their every thought and action. So talking about the Beast's mark being in the same places means that everything his followers do is for him.
In short, it doesn't mean the Beast's followers wil literally have scriptures (or tattoos) put on their bodies to mark them. It means that they will be known by their words and actions.

I don't know when God said to bind the Ten Commandments to our foreheads/hands. Can you please site that scripture so I can research it?
But, as for the Mark of the Beast, I'm pretty sure it's a literal thing-- something similar to our Social Security card, but much more integral. In Japan or China, I saw this new card that they're developing that includes your personal information like date of birth, it has your photo, your fingerprint, and it also has your credit card information, and it can be used to purchase items, and in the future as keys to your house, etc. It seems pretty close to how I'd imagine the Mark of the Beast to be.

When God talks about binding His laws let me explain this by turning your mind towards John 14:15 "IF" You Love me keep my commandments" and the most famous verse in all God's Word "For GOD "SO" loved the world [you] that whosoever [the person you hate the most] if you shall BE-LIVE in Him shall not perish but have everlasting life" Love is the reason, you see salvation is A gift you do what you do BECAUSE you accept God's gift NOT to ever earn it, the subject of the mark of the beast is a subject that involves worship, you see God's commandments has ten of them, the fourth on says "Remember" in the begining of it, the Sabbath is the point in reference to this mark because "IN six days God made heaven and the earth and rested on the seventh day [saturday NOT sunday] which He blessed and hollowed it, never in the bible did God move the seventh day sabbath to the first day of the week, this is mankinds doing, satan has a fake to everything God has and sunday is his day not God's, when you worship and do not know God accepts this as your best but when you know then God expects you to "IF" you love me keep my commandments [not suggestions] but this is a very large subject and is in a free set of bible lessons www.itiswritten.com God bless you, talk to me by email wgr88@yahoo.com God bless you

The only text that matches what you are saying is:
Pr 6:20 My son, keep thy father's commandment, and forsake not the law of thy mother:
Pr 6:21Bind them continually upon thine heart, and tie them about thy neck.
OR:
Pr 3:3
Let not mercy and truth forsake thee: bind them about thy neck; write them upon the table of thine heart:
OR:
Pr 7:2Keep my commandments, and live; and my law as the apple of thine eye.
Pr 7:3Bind them upon thy fingers, write them upon the table of thine heart.
There is no other text that states what you are saying, so you have seemingly mis-quoted the text. If you can tell me the specific text that you are referring to, and the specific Bible translation you are using, I can give you some more info. It may be that you are quoting another translation other than King James. Be very careful about other translations, they can be very inaccurate and also check the Hebrew or Greek original words in any text, because it may surprise you, for example, "witchcraft" is used, but the original Greek is "Pharmacia" which means drugs. The King James is the best, and used with the Amplified Bible can be a very good tool for learning.

No, that's tefillin. You've got it wrong.
Check with your leaders at the Church of Scientology. They will set you straight.
