You likely have a pinhole leak in the small heater radiator that is connected to the coolant of the engine. When you turn on the fan, the hot water is carried out as steam, as the heat from the unit causes evaporation. When you turn on the air, the unit gets cold, and the leaking hot water from the coolant condenses onto the element, so you see no steam or fog on the window. You may see this happen briefly in a perfectly ok and working system when you switch from air to heat, or more likely from air to fan, because the cold surface of the element condenses moisture from the air and then heats it to the evaporation point, causing moist air to rise and fog the windshield. Get your mechanic to do a pressure test of the cooling system including the heater. That will show the problem.

You have two possible causes. One you have your vent on recirculate the inside air which keep the moisture in your car. To fix change vent to outside air.

If that doesn't work then you have water in your car somewhere. Check your carpets to see if the are wet. Check your trunk for water. Lift the covering in the trunk see if water there.

Last do you have a lot of open water bottles all over your car or a open container of water?

Those are the only possible causes. Unless you have a dead body somewhere that is decomposing.

hot weather or rain will make the windshield to fog up. on a rainy day the A/C will defrost the window by making the windshied cool off. you really don't even need to turn on the ac. leave the defrost on and on cool dont even turn it up.

You may need to open the vent on your heat/ac control panel. It should only be closed when you run the a/c. It should be open the rest of the time to allow air to circulate throughout your car.
