Bin Laden’s discourse on Iraq concludes that its “great catastrophe” is primarily the cause of the “Crusader” invasion and collaboration with the agents of apostasy. To stabilize Iraqand cease the alleged genocide against the Sunni Muslim people, he advocates first the removal of the coalition armies and then punishing the Iraqi leaders, such as Ibrahim al-Ja’afari, Nuri al-Maliki, and Tariq al-Hashimi. Though he congratulates the “heroic operations” of the Mujahideen in inflicting great damage on Americaforces, he urges Muslims to fight rather than bargain and work towards “half-solution” to cease continued aggression.

Addressing the Muslims in Somalia, bin Laden notes that as they have chosen Islam, they have "peace, security, light, and guidance," despite its past president Siad Barre rejecting the religion for communism. He then states that Somali President Abdullahi Yusuf is continuing the defiance of Islam in the country, being amongst the "betrayer agent gang" and calling for international forces to occupy Somalia. Any Muslim who sides with Yusuf and support his regime, is to be considered "unbeliever and would result in excommunication". Usama bin Laden also greets the Mujahideen in Somalia and wishes them victory, and advices them as to the deceit of the "unbelievers," such as Abdullah Saleh, who was "caught red-handed supplying gasoline to the American destroyer [U.S.S.] Cole in Aden". To Americaand those wo wish to send international forces to Somali, bin Laden states: "We promise Almighty Allah that we will fight its soldiers on the Somali land with His Help and Power. We also reserve our rights to punish them on their own land and in any available place at any time or in any way which is convenient for us. I also urge the Muslim youths and their merchants to sacrifice everything valuable and to provide for all the needs of the Mujahideen through trusted people, especially in Palestine, Iraq, Somalia, Afghanistan, and Sudan."
