My two cats do the same thing. Usually in the middle of the night while I'm trying to sleep. Some tend to say it is because they are missing something in their diet. Some say it is rendered animal fat used in plastics that they are attracted to. And others say it is because they like the texture of the plastic on their tongue.
If my cats could speak English I would defintely ask them why they lick anything plastic. I hope this helps.

Hi Denette...It's not unusual for some cats to have a tendency towards certain items such as plastic bags (the crinkly sounds it makes perhaps a taste from a food item). They like how the texture feels in their mouths. However it's best to be mindful and supervise their inappropriate desires just in case of accidental ingestion the items. Ideally, pastic bags should be put away if your cat later decides it would be something worth beyond licking like ...eating--ingesting this could create some medical problems which is expensive to later treat.
Consider offering a safe kitty toy with similar texture in place of the tissue and plastic items so that they learn to enjoy playing these instead.

I'm not sure what it is, but all three of my cats tend to do this at night while I'm trying to sleep. As a light sleeper, it drives me nuts. My one cat will chew on plastic (such as plastic cd wrappers or cigarette pack wrappers) and won't stop until I go over and take it out of her mouth. I'm not sure if its a diet thing, they get good food and plenty of water, or if its the crinkling sound they are drawn to. I have finally resorted to keeping any plastic away from the floor, just to get some sleep :)

Is there any food or drink residue on the bag?
In either case, keep plastic bags away from your cat. They can suffocate on them like children do. Or get a piece stuck in his throat if he starts chewing on it.

That's funny, Mine does too - everytime I come home from the store she licks the bags!!!! I think she likes the noise it makes. Does your cat like envelopes too??? Mine loves to lick the sticky part of the envelope --- ugh!

Keep those bags put away, this is poision to them. One of my cats will chew on one when I come home from the store because she is anxious to eat!!!! Yes, I get irrated, but I put the bags away and feed her. No, my cat is not starving when I get home, she knows i feed her before I leave, she just knows I bring home treats and she is excited. She will go through every bag and crawl into the one that she sees her food in or smells it. she is my poop head. I love her.

We have a cat that does the same thing. Our vet said, "Just something for the cat to do, and to see if you(the cat owner) are paying attention!"
