She is worried and stressed and trying to find somewhere safe for her puppies.
The stress is bad for her and for the pups.
Try moving her and the pups to somewhere quieter.
Give her more time on her own and make sure she is not disturbed by other family pets or by children.
Restrict the number of adults (including family members) who have access to her.

She needs a place where she feels that her family is safe and secure-somewhere that people aren't always walking though...Also try making her a pen or her own spot...like a babys playpen since Yorkies are so small that would work better than a exercise pen or crate..maybe a baby gate to block off a room...

Shes trying to protect them. Keep her in an area, thats quiet, away from everyone and everything. Keep her food and water near by, and newspapers ect. Giver her plenty of blankets, also try a dog bed thats like a basket. And make her a pen. It will make her feel protected, and also keep everyone in one spot. A great way to do this is out of baby gates. They can be cheaper than pet gates, expecially since shes a small dog. Or go to the pet store, they usually have portable dog pens. Try to set it up in a quiet area, with the basket bed. Hope this helps.

Perhaps you are touching them too often and mum thinks you might harm them?? Also, dogs move their pups about so that predators cant smell them out. Big cardboard box, on its side, cut a wide hole in for mum to get in and out, but leave a lip at the front so the pups cant fall out. Add a couple of old woollies you have worn, and see if that works. Yorkie pups are like little angels, sooooooo gorgeous- I envy you like mad!

She's moving them because she doesn't feel they're safe!!
Put her in a quiet room, don't let people in there to bother her. Give her a very comfortable box with lots of newspapers and an old blanket to keep them cozy and comfortable.

Everyone here is correct, she needs to be left alone with them. She doesn't want you or anyone else interferring right now and you are causing her stress. Leave them alone in a quiet spot as suggested before, with a safe area and she will do just fine.

IT DEPENDS ON WHERE SHE HAD THEM AND IF ITS A HIGH TRAFFIC AREA. YOU SHOULD GET A WHELPING BOX OR YOU CAN MAKE ONE THAT HAS A BORDER ABOUT 4-6 INCHES HIGH SO THE PUPS DONT FALL OUT, AND LINE IT WITH A BLANKET. MAKE SURE ITS BIG ENOUGH THAT SHE CAN TURN AROUND IN IT WITHOUT SITTING ON HER PUPS. AND PUT HER FOOD NEARBY, LIKE AT THE EDGE OF THE BOX, SO THAT SHE DOESN'T HAVE TO MOVE FAR FROM HER BABIES TO FEED.
ALSO, PUT IT IN A LOW TRAFFIC AREA, WHERE THERE ISN'T TO MUCH ACTIVITY.

You can't fix it. she is just trying to protect them.
She thinks by moving & hiding them she is protecting them from the only predator around - namely you. Try to get her a comfortable corner, away from the day to day noice of the family & basically leave her to it.
Don't try to touch the pups too much as this will only agitate her.
