Never. people get their license suspended or revoked for a reason. If you didn't do something to get that status, you wouldn't have to worry about needing amnesty.
So if you aren't paying your baby's momma child support, start doing it. Pay your fines when you get cited, and dont drive under the influence of drugs or alcohol.
As for amnesty to misdeameanors, that is also a Never. Don't committ a crime, and you wont have to worry about it.

There will never be an amnesty for it, unless an unusual percentage of the citizens are complaining to the state that the laws in which they got their licence suspended are unfair. In which case there may be an amnesty for something pertaining to the unfair law, but that's it.

Best thing for you is to get yourself a really good radar detector, don't drink and drive at all, and keep your speed to a maximum of 10 mph over the speed limit.

An act of oblivion of past offenses, granted by the government to those who have been guilty of any neglect or crime, usually upon condition that they return to their duty within a certain period.
I agree license are suspended for a reason, safety of the citizens on the highways. If you have shown a pattern of reckless behavior then your license are suspended to protect the public.

Never. You might consider moving to a big city where you can make do with public transport or a bicycle. Or moving abroad and starting over.
