A parakeet and a budgie are normally sold as the same thing however wild parakeets are much larger then the ones sold in petstores.

Try your local pet store. Most of them sell parakeets and I do believe they are one in the same.

Yes, please DO look for an adoption/rescue center for birds. They have them in all countries, and there are often parakeets available for homes.
