There have always been communities in the United States and other countries where immigrants from a particular country can go and live without having to learn the national language. In large China-towns it is possible for immigrants to live their lives without interacting with people who don't speak Chinese. If a situation arise where English is needed (i.e. a police investigation) there are people in the community who will translate.
When my grand-mother moved to Canada she learnt English and even got mad at other German women who spoke German. Many of my high-school teachers were sick of hearing people speak foreign languages.
That said, I think you're over-reacting. $75 warnings and $250 fines are a bad idea. It would make immigrants feel threatened, even those who speak perfect English. Telling people they can't speak their native language is a great insult that would make millions feel unwelcome. Also, what if the police started giving fines to students who are practising a conversation in another language for school?
I don't even what to know what you think about the Spanish version of the U.S. national anthem.

As long as it is the Queen's English and you affirm than the United States reverts to being an English colony again - I think I would have no problem with that. Of course Welsh and Scots Gaelic should be allowed to be spoken as well.
By the way what language would the citation be in? We would want the offending party to understand what he/she was violating.

You're right. We should totally restrict speech because if something disagrees with us we should ban it. Oh shoot, we have that little thing called the Constitution which says we can't.
Also, at the writing of this, there was no official language for the US. English is merely the dominant language, it is by no means the "official" language.
Additionally, when you travel abroad do you make sure to become fluent in the native language of that country or expect the natives to already know English? Something to think about.

Well i speak Spanish and I would love to see someone "kick my brown little skinny butt" LoL!!!! BUT I don't speak it around others who don't understand it out of respect...... not everyone does it in a bad manner, maybe you just happen to be walking by someone speaking it, what are they supposed to do? shut up and wait till you walk by and then continue their conversation??.oh yeah "English" is not the Native language to the U.S.... have you pondered why it's called "English" ??? DUUUUHHHH DDDUUH, , Yeah my point exactly. Just stop complaining about it. So you're proposing an ignorant ideal so what? do you think anything is going to get done? NOPE!!!! And some of us don't take "Our Freedom for granted" we are actually out here fighting the war while alot of lazy "patriotic Americans" are at home complaining about everything. Anyway your proposal sounds like a great skitt for "saturday night live" Good luck.

You must go out of your country to notice that I doesn't happen in the states only, In England, where the English language comes from, you can listen many different languages as well. You, American, are one of those who speak in other languages, you don't speak English, you just imagine it.
Besides, You wrote you're from New York, your last name is Ibañez which happens to be hispanic. Mmmmm, Your parents are Latinos and they didn't teach you to speak spanish and now you hate them for that.

When the Germans immigrated to the U.S., they learned English. Then the Irish came, and they learned it. Same thing for the Swedish, Italians, Chinese, Russians...everyone, in fact, except one notable group that sticks out like a sore thumb: those damned Aussies.
...Heh!
Seriously, I quite agree; how can we function as one nation when everything from lottery tickets to DVD instructions are printed bi-bilingually? What is this, Spanish Quebec?

If they speak another language then cover your ears so you dont forget your sooo attacked culture and you will be ok. Why are some ppl so drama queens about dumb things? it wont kill you if you dont mess into some group of ppl's conversation. All that stuff about ppl speaking other languages in USA is just another xcuse to be racist.

it's a little extreme, but I can understand why you feel disrespected. I feel disrespected when a bunch of people are speaking Spanish all around me, and I don't understand it all. It's rude, I admit, to leave someone out or shut someone out by speaking another language in their presence... but it shouldn't be a crime.
