Short answers simply answer the question where as essays go into details and include several paragraphs and many points. It also may include an argument. Essays may include rhetorical devices to help convince readers. Short answers may include some additional details.
This answer is in-between a short answer and an essay. I have gone into some detail, but not nearly enough for it to be classified as an essay. I would call it a short-answer.

With essay format you need to use referencing. Short answers, I guess you can still reference but use some form of dot point as well.
