This dog was dumped at my house some months ago, and we became attached, not thinking about her being female, she is delivering but on the 3rd pup, she didn't sever the umbilical cord, I helped, but i'm worried about the mom not finishing her delivery

I did help her by tying off the cord, but was concerned about her not delivering the afterbirth.... Don't know nothin' about birthin' no puppies. She's on no. 4 now, so I guess she's ok, I was just scared. I'll keep an eye on her, thanks so much

Even with experience, it is a guess when they are finished birthing the babies.
Since she is on #4, I take it she is doing OK.
You have no history on her, so you don't know how old she is. That sometimes causes trouble because they have no idea what is happening.
Each puppy has the possibility of having a different father, so you may notice a huge difference in looks and size of the puppies.
The mom will often "give out" while giving birth and have to just rest. It may be as much as 4 hours between puppies. As long as she is not having constant contractions (you can actually see the stomach muscles tighten for each contraction) without a baby being born she is OK.
As a general rule there is usually about 1 hour or less between puppies.
Depending on the type of dog she is, she can have from 4 to 10 puppies.
You didn't post her breed.
At least she has you there to help and comfort her. It seems all you may need to do is make sure the bag is off the puppies face and mom will handle the rest.
Now you see why so many people say spay your pet. If someone had spayed her mom she would not have been dumped on you, and her pregnant.
Hopefully you will be able to find homes for all the babies and they will never know hunger and abandonment.

As long as the cord's seperated from the sack, the cord will dry up fine. Will the mom clean the pups? If so, don't worry. If not, youwill have to do this yourself so their stools don't get backed up.
