A) stop skipping dinner. You need to fuel your body so that you have enough energy to burn calories. Ultimately you want to increase your metabolism. Relax and have some icecream occasionally, not out of habit, but when you deserve it. Avoid at all costs non fat or low calorie diets. These will make you miserable.
B) "Working out" for 45 minutes might not be exactly right. You need to bring yourself up to cardiovascular levels to gain the greatest benefit. A heart rate monitor is a must. The goal is to maintain your heartrate at ~70-80% of your theoretical maximum for a half an hour. You would be surprised how high this might be, and how difficult you will have to work to get there. I cannot stress this enough, simply hopping on an elyptical or treadmill IS NOT ENOUGH. If you're going to spend your time exercising, you might as well do it right.
C) Drink a ton of water. It fills your stomach and will get you nice and hydrated for your workout. Drink before, during and after. Strive to pee clear.
D) stick with it. Work hard. Don't quit. Set goals. Exceed those goals. Maybe pick up a new hobby such as biking (that's what I do). Get outside, fresh air and sunshine work wonders.
E) STOP SMOKING.
Goodluck.

You said you have been doing this for 3 weeks? You should already know how well it is working by the numbers on the scale. Usually the greatest weight loss is in the first few weeks of a diet.
Try journaling - write down every thing that goes into your mouth. Count up all the calories you are consuming. If you are not losing weight your portion sizes may be too big or you may not be eating enough. That last part sounds strange I know, but if you don't eat enough you metabolism slows down because your body thinks it is starving. You have to find a balance between eating and exercise. Without the proper balance, you will not lose weight.
Keep track of the calories you consume and the calories you burn. You should be consuming about 1200 - 1500 calories that are not burned through your exercise routine. The reason is that you will burn 1200 - 1500 calories just by going through your day.

Yeah, that should provide a steady weight loss in time. One thing.. at lunch, the rice with meat I don't think it's a good combination. I'd give up the carbs (rice) I know I used to eat rice with chicken but didn't lose (though eating them separately did help). But then again, if you're exercising and all you can keep it! On diets lunch is recommended to be proteins (yeah, all types of meat) with vegetables. But that if you want to lose faster. Your regime is very healthy, keep it up!

sound's good but you don't want to overload yourself with restrictions at the begining. Otherwise you will break your new good habbits and end up back where you started. The health amount of weight you should be loseing a week is 1kg any more then this and it wont stay off (if you break your good habbits you will gain more weight back). Don't forget to treat your self to something every now and then.

I've lost 5 kilos in my first week. It's my 10th day and I have included salad with some protein (eg. egg/ lean chicken) as you suggested. After 4 years of trying, the fat is finally coming off. It truly feels like magic!
Get started today!

monitor your weight, watch your food intake and their calories, post your goal anywhere visible enough to remind you of your goal, give yourself at lease one day to indulge yourself from your favorite food like ice cream, cakes, etc. (1 day wouldn't hurt you, remember weight loss goals are long term). Just add another discipline to have fun while you plan.
Be happy!! (Happiness can be a challenging task... but it pays very good! it uplifts your personality and social status)
