Everyone who said "I wouldn't doubt it" is ignorant.
No, police departments don't get funding to throw parties and get presents. That has to be the dumbest thing I have ever heard. Did you just make that up? or did someone tell you that?
Those red light cameras don't generate much revenue for local governments. The fines from the tickets pay the "rent" to keep the red light cameras working. The local governments may get some funds that goes to the city, not directly to the police department.

Strange for me to support speed cameras in any way cause they're like supporting the Nazi's only worse, but they actually don't earn any more money than Simon Cowell pays in taxes in a year, basically because you or I would use the sense to buy a camera for a couple of hundred quid, a big metel box from the scrapper, a pole, and some paint, total cost around £500, but the government in their wisdom found that spending £36,000 per camera and £8,000 per month on maintenence is far more efficient!!! So because of this I'd actually say no they don't use it on parties.

As mentioned above, the money goes to the government and local councils to improve road safety, maintain existing cameras, and install new ones. Not a single penny goes to the Police force in which the camera is located. It's a damn good idea though - I'll mention it to the Chief Constable next time I see him.

No, that is against government policy to use government money to fund holiday activities. They have to have fund raisers, just like the rest of us that work for the government.
Ticket money goes back into the infastructure of the district they were written in. Most of the time, this is what pays for the repaving of streets, and repainting of street lines. However, local government can use it however they decide - within certain parameters. No parties.

While almost anything is possible, officially and legally, it can not be done. Unofficially, appropriating funds through “creative” finance requests has taken place since Julius Caesar had his first toga party.
