buy mustang shorty headers off of ebay. Buy a cheap turbo muffler and put on there yourself. Also on ebay go buy a performer 289 intake manifold and find yourself 600 CFM carburator. Dont put any bigger carb on that thing dont put a 650 CFM its too much for a stock motor. Since you probaly need a timing chain soon go onto summitracing. Buy a double roller timing chain set plus a Summit cam like the 204 duration one. That would get you to about 220 HP. What is killing your power is the exhaust you would need it to be dual and high flow cats and that alone would boost you up 20 hp but it would have to be 2 1/4 inch pipes.

actually, beleive it or not, a K&N air filter will help out. As for the emissions, there is a device under the hood that looks like a coffee can, which can be removed. Also headers and dual exaust will help.
What i would do is save a little money and buy myself a holley 650 carb and a new intake- the carb will cost around $200 and the intake can be found at a junkyard, though i wouldn't recommend it if your inexpeirienced(because they can have extremely small crack in them which will f#%^ up your air flow). But remember- more fuel means more power!

You need a new intake manifold for a 4 bbl carburetor and the list goes on. If you are limited on funds, I would say you are peeing in the wind. A new motor is about the only thing that can help you. Why would you want to do that anyway? If you are a student on a budget, you should be thankful you have a car that runs. The motor and car you describe isn't exactly cut out for performance. You probably have a recast motor and hate to tell ya', those aren't exactly John Force material.

I'm guessing it has a 2 barrel carb, changing out the heads with bigger valved heads and a 4 barrel would help tremendously. Other than that work on your exhaust and do a good tune-up including good wires. K&N air filter would help a little. Its sorta like squeezing a dollar out of a dime. It's hard to make a "Hot-Rod" out of grandma's car...
Other Options:
Change out rear gears to a lower ratio. Add a stall converter or standard transmission. Ditch the power robbing cooling fan and go to electric.
My honest oponion, Go with Chevy with a 350. Parts are so cheap not to mention will run.
In response to the answer by other poster, More Fuel More Power? More Air-Fuel mixture More Power. And Remember, it can only suck in as much as it can push out...Headers are a must! Not to mention good free flowing muffler's Oh and 4bbl on 2bbl heads are a waste.

Get rid of the catalytic converter first. Its the big, probably silver, box thing in your exhaust system, between the engine and the muffler.
You can just cut it out and replace it with a length of pipe, or buy a kit that allows you to "dump" your exhaust out ahead of the thing (and your muffler!) or close the valve and have the exhaust go through its normal route. This kit might be sort of cheap, but you could do it yourself.

The problem you run into is that you have an older car (A nice one though). Try to find a K&N air filter and run higher octane gas.
