I asked this question wrong earlier. Does anyone know of any websites relating to this?

That means when I DO work out, the pain goes away, usually its the opposite for people.

This sounds like incipient osteoarthritis. Arthritis is a funny disease -- if you keep moving, you can keep it at bay. But if you don't do anything, it begins to settle in your joints. This is osteo, not rheumatoid, which is a whole different ballgame.
But if you are having pain when you don't excercise, and don't have pain when you DO exercise, that's a clue that you need to program your day so there is an exercise component every day -- arthritis doesn't take a holiday, so neither can you.
Check this out with your doctor, or an arthritis specialist and they will confirm it for you. Big thing to avoid is high impact exercise -- eg running. But something like biking, swimming or paddling can do the trick. Yoga is also good for stretching and flexing muscles in the afflicted area.

I have this same thing, and without more of a medical history, it would be impossible to diagnose much with the info provided. That being said, I can tell you why that happens to me and perhaps you will find something usefull.
For me, it is a combination of 2 factors:

1. When I do not work out, I carry more weight than when I do work out. This puts more strain on my back and it hurts.
2. When I don't work out, my abdominal and back muscles are weaker and fatigue more easily.

These 2 factors can become a cycle and potentiate each other, then I work out less because.....well, my back hurts.

So, I just work out, so that I don't go down that road.
